PARAGRAPH 1 - CLAIM AND INTRODUCTION
Paragraph 1
The 1st sentence should be a hook to grab you reader's attention.
The next few sentences should be background information on the topic so your reader will understand why it is important.
The last sentence is where you state your claim with your two sub-claims - and possibly a summary of your reasons and evidence.
Example - TOPIC of Seat belts on school buses
A small kindergarten students gets on the school bus; anxiety and excitement gleam in her large eyes as she stares at the bus seat in wonder. She looks at her Power-Puff Girls backpack, admiring the shiny quality of Blossom's hair. It suddenly dawns on her that she is not wearing a seat belt. "Mommy and Daddy always told me to wear a seat belt every time I get in a car," she says to herself, searching for a belt to clip into the buckle she is so used to doing. However, there is no seat belt, and she is now afraid and worried because she is not safely buckled into the moving vehicle. Would you want your child to go through the same situation on a school bus? Seat belts should be required in every single school bus that transports children. Firstly, and most importantly, seat belts would secure the safety of passengers, reduce driver distraction, and reinforce valuable safety habits. Wouldn't you want your child to feel safe, secure, and be protected on his/her daily ride to school on the large, yellow bus?
